Mr. Crawford is the principal of the Syracuse firm of Crawford & Stearns, Architects and Preservation Planners LLC and is qualified under Federal 36 CFR 61 standards to practice Architecture, Architectural History, and Historic Architecture. In private practice for more than forty years he has provided consulting services for numerous historic properties in nine states as well as throughout New York State. His principal expertise lies in the areas of historic preservation, adaptive reuse, accessible design, Main Street revitalization, and compliance with regulatory requirements for historic properties. He served as a member of the State Board for Historic Preservation for seven years, as a panelist for the New York State Council on the Arts Design & Planning Studies and Capital Projects Panels, as a panelist for the IMLS Conservation Projects program, as a member of the NYS DOS Existing Building Code Review Committee, and is a member of the Trustees’ Council of the Preservation League of NYS.

Ted Bartlett is a Senior Preservation Planner with Crawford & Stearns, Architects and Preservation Planners. Prior to joining the firm in 1986 he was for seven years a Preservation Specialist and Director of Preservation Services for the Landmarks Society of Western New York in Rochester, New York. His principal expertise includes technical assistance, regulatory review and compliance with local, state, and federal agencies, research, project planning, and historic building assessment.  Ted has also lectured on a variety of preservation subjects for organizations and activities including the Syracuse University Mentor Honors Program, the Cooperstown Graduate Program Preservation Seminar, and the New York State Council on the Arts' Historic Building Maintenance Workshops. In addition, Mr. Bartlett is an Adjunct Instructor at Syracuse University where he developed and teaches a course on Historic Preservation in the School of Architecture.

Elizabeth L. Crawford, Senior Associate & Designer

Ms. Crawford is a Senior Associate with Crawford & Stearns, Architects and Preservation Planners LLC of Syracuse and has been a Designer and Project Manager with the firm since 1983.  She has participated in the preservation, rehabilitation, and adaptive use of hundreds of buildings across New York State and is Federal 36 CFR 61 qualified to practice Architectural History. Beth’s responsi­bilities include project coordination, build­ing documentation, and interior use planning and design.  Ms. Crawford has participated as a team member on numerous historic building condition assessments and historic structure reports including the HSR for the historic African-American Michigan Street Baptist Church in Buffalo. Beth was the project manager and designer for the rehabilitation of the Babcock-Shattuck House as four condominium units which was presented a state-wide preservation award in 2016 and was highlighted in the NYS Historic Preservation Plan 2015-2020. Ms. Crawford recently completing design work at the Opendore Museum in Sherwood, NY and is current working on the restoration of the nationally significant Arts & Crafts period home of Gustav Stickley in Syracuse. Beth previously served fifteen years on the board of the Preservation Association of CNY and is currently Vice-President of the Arts & Crafts Society of CNY.

Joseph P. Picciano, Senior Associate and Project Architect

Mr. Picciano is an Architect, Senior Associate, and Project Manager with Crawford & Stearns, Architects and Preservation Planners, PLLC, and has been with the firm since 1996. Responsibilities include field documentation, design, and contract document preparation for a wide variety of projects including churches, Adirondack camp, museum facilities, collegiate buildings, as well as large and small scale residential design and rehabilitation. Joe is qualified in accordance with Federal 36 CFR 61 standards for the practice of Historic Architecture.

Jonathan P. Carnes, Senior Associate and Project Architect

Mr. Carnes is a LEED-accredited licensed Architect qualified in accordance with Federal 36 CFR 61 standards for the practice of Architectural History, Architecture, and Historic Architecture. He has been with Crawford & Stearns for 27 years and is currently a Senior Associate responsible for the management of various projects large and small including those associated with NYSERDA, Enterprise, and related environmental and energy conservation programs. Jon has recently completed rehabilitation projects at the historic Sherburne Inn in Sherburne, the Lincoln Building on Public Square in Watertown. Jon has also served on the Board of Directors of the Community Preservation Committee in Auburn, NY from 1997-2003 and 2008-2015.

Carl D. Stearns, Partner Emeritus

Partner Emeritus, 2016.  Former Partner in Crawford & Stearns, Architects and Preservation Planners, 1979-2015. 

Mr. Stearns was a licensed architect with an advanced degree in Preservation Planning. A navy veteran and in private practice for over thirty years, Mr. Stearns served previously as the Senior Historic Sites Restoration Coordinator for the New York State Office of Parks, Recreation, and Historic Preservation. His principal areas of expertise included Architectural Conservation and Restoration, Historic Assessments and Documentation, and Adaptive Reuse of Historic Properties. Mr. Stearns has served as guest lecturer throughout the state and has participated on the boards of the Hanford Mills Museum, the Preservation Association of Central New York, the New York State Barn Coalition, Adirondack Architectural Heritage (AARCH), and the Architecture, Planning and Design Panel of the New York State Council on the Arts.
